The Right to Education Task Force was created in 1972 as part of the P.A.R.C Consent Agreement that provided
for a free, appropriate public education for children with mental retardation. Membership on Chester County's Task
Force includes parents of children in special education, people from agencies that also provide services to children
who have special needs, and other concerned citizens.
The Task Force checks that schools are providing for children in special education, notes problem areas and makes
suggestions for positive change in special education programs. Whenever possible, the Task Force works with
parents and staff who are involved with students with special education needs such as problems in learning,
physical and emotional difficulties, and problems with hearing, vision, and/or speech and language.
